Your doing it wrong! Never go under the fence, you have to go over it! It sounds like your tiny so you need to really practice hard on jumping. Some dogs can climb over but the most reliable way is to build up those jumping muscles. So start practicing on the kitchen counters, on the tall trash cans, on people, kids, kitchen tables, backs of couches, windows, doors, etc Use anything you can think of. If the humans start yelling they are just in awe of your dedication!
Just think how happy that german shepard friend will be once you fly in from above! It's a perfect plan! Let me know how it goes and good luck!
